The FRU Development Unit in conjunction with the FRU High Performance Unit (HPU) and Fiji Rugby Referees Association (FRRA) has developed a strategy for the development and improvement of referees throughout the country.

With the help of the IRB, FRU trainers and educators, a pathway for FRU and IRB accreditation, renewal process and direction has been developed to suit the geographical and economical situation in Fiji. A referee structure has also been developed to help achieve the above.

In this professional era of rugby participation, it is vital that referees control games that they are competent to officiate in and at the same time enjoy their involvement and participation and so enhance their career opportunities to their maximum potential.

For referees to reach the above potential a transparent and accountable system of selection has been developed to meet requirements and objectives set out by the Games Committee and the Selection Panel.

Lastly, a referees direction and pathway has been put together to guide referees from the Local Development Squad (LDS) to National Development Squad (NDS) - HPU Elite Referees.
